Tarih bilimine yardımcı bilim dalları arasında yer alan İstatistik bilimi, tarihin
yorumlanmasında önemli bir yer tutar. İstatistik biliminden faydalanılmaya başlanması
tarihin kendisi kadar eskidir. Ancak, modern manası ile XIX. yüzyılda kullanmaya
başlanmıştır. Sayısallaşan ve değişen Dünyada devlet politikalarının şekillenmesindeki payı
oldukça büyüktür. Bu manada Osmanlı Devleti de sahip olduğu nüfus potansiyelini, yer altı
ve yer üstü kaynaklarını, istatistik biliminden faydalanarak kayıt altına almıştır.
Osmanlı Devleti için ormanların önemi oldukça büyüktür. Ordu, donanma, devletin
ve halkın ihtiyaçlarını yüzyıllarca karşılaşmıştır. Ancak bu faydalanma şekli belirli bir
döneme kadar kanun ve nizâmnamelerle koruma altına alınmadığı için ormanlardan büyük
tahribat meydana getirmiştir. Tanzimat Dönemi ile birlikte Osmanlı Devleti bu tahribatı
durdurmak, ormanların mevcut miktarını belirlemek, korumak ve bu ormanlardan en iyi
şekilde faydalanmak amacı ile birçok kanun ve lâyiha hazırlanmış, bu süreçte Orman
Nezâreti’snin kurulması ile birlikte orman ve ormancılık alanında daha teşkilatlı bir
yapılanmaya gidilmiştir.
Orman ve Maden ve Ziraat Nezareti bir taraftan ormanların korunup geliştirilmesine
yönelik tedbirler alırken bir taraftan da ormanların tespitine yönelik istatistik çalışmalarına
önem vermiştir. Bu tezde, Osmanlı Devleti’nin bilimsel anlamda hazırladığı orman
istatistikleri arasında yer alan Orman ve Maden ve Ziraat Nezâreti İstatistik İdaresi tarafından
hazırlanan R.1323 M.1907/1908 senesi Orman İstatistiği’nin transkripsiyonu ve
değerlendirilmesi yapılmıştır. Böylece II. Meşrutiyet döneminde Osmanlı Devleti’nin orman
varlığının belirlenmesi, orman florasının ortaya çıkartılması hedeflenmektedir. Ayrıca
tarihsel çalışmalarda istatistik biliminden faydalanılarak sayısallaşan tarih orman örneğinde
anlamlandırılmaya çalışılarak gelişmekte olan çevre tarihine katkı sağlamak amaçlanmıştır.
The science of statistics, which is among the auxiliary branches of science, has an
important place in the interpretation of history. The beginning of benefiting from the science
of statistics is as old as the history itself. However, in its modern sense, it started to be used
in the 19th century. It has a great share in shaping state policies in a digitized and changing
world. In this sense, the Ottoman Empire recorded its potential of the population and
underground and aboveground resources by benefiting from the science of statistics.
Forests are very important for the Ottoman Empire. For centuries, they have met the
needs of the army, navy, state and people. However, since this way of utilization was not
protected by laws and regulations until a certain period, it caused great damage to the forests.
Along with the Tanzimat Period, the Ottoman Empire prepared many laws and bills in order
to stop this destruction, to determine the current amount of forests, to protect them and to
benefit from these forests in the best manner, and a more organized structuring was made in
the field of forest and forestry with the establishment of the Ministry of Forestry in this
process.
On the one hand, while the Ministry of Forestry and Mining and Agriculture took
measures for the protection and development of forests, on the other hand, it also gave
importance to statistical studies for the determination of forests. In this thesis, the transcription
and evaluation of Forest Statistics of the year R.1323 AD.1907 / 1908 prepared by the
Ministry of Forestry and Mining and Agriculture, which is among the forest statistics prepared
by the Ottoman Empire scientifically, has been made. Therefore, in the second constitutional
era, it is aimed to determine the existence of the forests of the Ottoman Empire and to reveal
the forest flora. Additionally, it is aimed to contribute to the developing environment history
by trying to be made sense of the history that has been digitized by using the science of
statistics in historical studies.
