R.1325/m.1909-1910 tarı̇hlı̇ orman ı̇statı̇stı̇ğı̇’nı̇n transkrı̇psı̇yon ve değerlendı̇rı̇lmesı

Abstract

Önemli bir doğal kaynak olan ormanlar zaman içerisinde tüm medeniyetler için çeşitli ihtiyaçların giderildiği alanlar olmuştur. İnsanlığın ilk zamanlarında beslenme ve barınma ihtiyaçlarının karşılanması için ihtiyaç duyulan ormanların, teknolojinin gelişimi ile fonksiyonları değişmiştir. Sanayi, ulaşım ve yakacak ihtiyalarının giderilmesi başta olmak üzere birçok farklı sektörde ormanlardan elde edilen ürünlerin kullanılması ormanların devletler için değerini artırmıştır. Osmanlı Devleti çağdaşı olan Avrupa devletlerinden birkaç yüzyıl sonra da olsa ormanların önemini kavramış korunması, bilimsel yöntemler göz önünde bulundurularak yönetilmesi ve elde edilecek gelirlerin artırılması konusunda birçok ıslahat yapmıştır. Bu ıslahatlar ve fermanlar sayesinde orman müdürlükleri ve hatta nezaretler kurulmuştur. Eldeki orman varlığının anlaşılması ve bu ormanlardan elde edilen ürünlerin miktar ve değerinin saptanması amacı ile R.1323 ve R.1325 senelerinde orman istatistikleri hazırlatılmıştır. Bu çalışmada merkeziyetçi bir anlayış ile hazırlanmış olan ve 1329 senesinde Dersaadet Mahmud Bey matbaasında bastırılan “Memâlik-i Osmâniye’nin 1325 Senesine Mahsus Orman İstatistiği’nin” transkripsiyonu ve değerlendirilmesi yapılmıştır. Bu çalışma ile günümüzde giderek önem kazanan çevre tarihi çalışmalarına katkıda bulunmak amaçlanmaktadır.

As an important natural resource, forests have been areas where various needs are met for all civilizations over time. The functions of forests, which were needed to meet the nutritional and shelter needs in the early days of humanity, have changed with the development of technology. The use of products obtained from forests in many different sectors, especially to meet the needs of industry, transportation and fuel, has increased the value of forests for states. A few centuries later Ottoman Empire, such as its peer contemporary European states, has understood the importance of forests and made many reforms to protect it, to manage them by considering scientific methods and to increase the income to be obtained. Under favour of these reforms and decrees, forest directorates and even supervisions were established. Forest statistics were prepared in R.1323 and R.1325 in order to understand the existing forest assets and to determine the amount and value of the products acquired these forests. In this study, the transcription and evaluation of the "Forest Statistics of Memâlik-i Osmaniye Dated 1325" which was prepared with a centralist understanding and printed in 1329 at Dersaadet Mahmut Bey's printing house is presented. By this study, it is aimed to contribute environmental history studies which is gradually gaining importance nowadays.
