Türkiye, ABD ve Finlandiya okul öncesi eğitim sistemlerinin incelenerek
karşılaştırılaştırmasının amaçlandığı bu çalışmada, öncelikle ülkelerin eğitim sistemlerinin
amaç, politika ve ilkeleri araştırılmıştır. Ülkelerin okul öncesi eğitim sistemlerine ilişkin
benzerlik ve farklılıklar; okul öncesi eğitimin amaç, politika ve ilkeleri, eğitim ortamları,
eğitim programları, aile katılımı, ölçme ve değerlendirme sistemleri ve okul öncesi öğretmeni
yetiştirme sistemleri üzerinden tespit edilmeye çalışılmıştır. Araştırmanın son bölümünde
tartışma ve öneriler başlığı adı altında Türkiye okul öncesi eğitim sisteminin eksiklikleri ve
sorunlarına değinilerek okul öncesi eğitimin daha nitelikli hale getirilebilmesine yönelik
önerilerde bulunulmuştur.
Nitel araştırma yaklaşımına dayalı olarak belge analizi yoluyla gerçeklerştirilen bu
çalışmada öncelikle araştırmanın amacı belirlenmiş ve bu amaca yönelik kaynaklar elde
edilmiştir. Derleme kapsamında araştırma sorularına yönelik veriler doğrultusunda analiz
yapılmıştır. Çalışmada karşılaştırmalı eğitim araştırmalarında en sık kullanınan “yatay”
yöntem uygulanmıştır. Ülkelerin okul öncesi eğitim sistemlerine yönelik veriler alt başlıklar
halinde paralel olarak incelenmiştir.
Araştırmada yurt içi ve yurt dışında yayımlanmış makaleler, Eğitim Bakanlıklarının
resmi siteleri, yurt içi ve yurt dışında yayımlanmış kitaplar, üniversitelerin resmi web siteleri,
OECD, UNICEF, UNESCO ve WHO gibi pek çok resmi siteden veriler elde edilmiştir.
Sayısal verilere ulaşmak amacıyla Milli Eğitim İstatistikleri, UNICEF, OECD, Eurostat,
Eurydice ve NCES’nin (National Center for Education Statistics) istatistik verilerinden
faydalanılmıştır. Elde edilen istatistik veriler gruplandırılmış ve alt başlıklar halinde ayrı ayrı
karşılaştırılmıştır. Bu karşılaştırmalardan elde edilen bulgular neticesinde; Türkiye’de okul
öncesi kurum sayısının Finlandiya ve ABD’nin oldukça gerisinde olduğu, öğretmen eğitimi

sisteminde ve aile katılım seviyelerinde farklılıklar olduğu gibi sonuçlar elde edilmiştir.
Türkiye’de uygulanan okul öncesi eğitim sisteminin sorunları ve eksikliklerinin belirlendiği
bu çalışmada; öğretmen yetiştirme sistemi, okul öncesi eğitime finansal kaynak sağlanması,
okul öncesi eğitimin zorunlu hale getirilmesi ve okul öncesi eğitim programının daha esnek
bir yapıda olması gerektiği gibi önerilerde bulunulmuştur.
In this research, early childhood education and care (ECEC) systems of Turkey, USA
and Finland were analyzed comparatively according to their ECEC policies and principles,
ECEC teacher education systems, physical environment, ECEC curriculum, assessment and
evaluation systems and parent involvement strategies. Before that, the researcher was
mentioned the aims, policies and principles of the education systems of the coutries. In order
to obtain more detailed information about ECEC systems of the countries, different elements
are examined under sub-headings. With the comprehensive data obtained, similar and
different aspects of ECEC systems of the countries are given in detail under sub-headings. In
the last part of the study, under the title of “Discussion and Suggestions” the deficiencies and
problems in the preschool education system of our country were mentioned and suggestions
were given to contribute to the solution of these problems and to make the preschool education
system more qualified.
This study was carried out through document analysis based on the qualitative approach
with the most commonly used “horizantal” method in comparative education researches. In
order to determine the similarities and differences between ECEC systems of the countries,
the ECEC systems have been examined in paralled under sub-headings. Data were obtained
from rich sources such as articles and books published in Turkey and abroad, official web
sites of the Ministries of Education, official websites of universities, OECD, UNICEF,
UNESCO and WHO. Statistical data were obtained from Ministry of Education of Turkey,
UNICEF, OECD, Eurostat and NCES (National Center for Education Statistics). The
statistical data obtained were grouped and compared separately under sub-headings. The
results of the research showed that the number of ECEC centers in Turkey was far behind of
the US and Finland. In addition, differences in family participation level and teacher training

systems were found. After comparation of the countries ECEC systems, the researcher made
some suggestions such as providing financial resources to ECEC, improving the
qualifications of teachers, making preschool education compulsory and making the ECEC
curriculum more flexible.
