Aydın Dalama ovasında arazi toplulaştırma çalışmalarının tarla içi geliştirme hizmetleri ve çiftçi memnuniyeti açısından irdelenmesi

Abstract

Bu çalışma, Aydın merkez Dalama ovasında uygulanan arazi toplulaştırma projesinin etkinliğini belirlemek amacıyla yürütülmüştür. Proje alanında 90 adet işletme ile yapılan anket verileri ve ilgili kurumlardan alınan veriler çalışmanın materyalini oluşturmaktadır. Toplulaştırmanın etkinliğini belirlemek amacıyla 3 ana gösterge seçilmiştir. Bunlar; su kullanım etkinliğinin belirlenmesi, fiziksel etkinliğin belirlenmesi, sosyal ve ekonomik etkinliğin belirlenmesidir. Bu göstergeler altında toplulaştırmanın sulama etkinliğine, ulaşım etkinliğine, parsel şekline, büyüklüğüne ve sayısına etkisi araştırılmıştır. Çalışmada toplulaştırma oranı ve sulama oranı göstergeleri kullanılmıştır. Ayrıca toplulaştırmanın sosyal ve ekonomik yönden etkileri belirlenmeye çalışılmıştır. Arazi toplulaştırması ile parsel sayısı 1 108’den 420’ye düşmüştür. Toplulaştırma ile toplam parsel sayısında % 37 azalma olmuştur. Ortalama parsel büyüklüğü 4,81 dekardan 12,69 dekara yükselmiştir. Toplulaştırma oranı % 62 ve sulama oranı % 94,69 olarak belirlenmiştir. Toplulaştırma ile dikdörtgen parsel sayısı % 17,23’ten % 69,76’ya yükselmiştir. Bütün parseller yola ve sulama sistemine kavuşmuştur. Sosyal ve ekonomik yönden mevcut işletmelerin % 86’sında gelir artışı sağlanmıştır.

This study was conduted to asses the effectiveness of land consolidation on Aydın- Dalama plain. The materials used in the study consist of the data obtained from the questionnaire carried out with 90 holdings in the village and the data obtained from the related institutions. In the area where land consolidation applied, 3 main indicators were selected to determine the activity of land consolidation. The water use efficiency, the physical efficiency and the social and economic efficiency have been used as the three basic indicators in order to determine the efficiency of land consolidation. The effect of consolidation on the water use efficiency, transportation efficiency, the farm size and number of parcels have been analysed under these indicators. Moreover, the effects of consolidation regarding the social and economic aspects have been analysed as well as consolidation and irrigation rates. The total parcel number has decreased about 38%. The number of parcel decreased from 1 108 to 420 with the land consolidation in the plain Consolidation and irrigation rates are specified to be 62% and 94.69% respectively. The total rectangle plot shape has increased from 17.23% to 69.7%. The average parcel size increased from 4.81 to 12.69 decares. All parcels are provided with a road and an irrigation system. In terms of social and economic conditions, income level of farmers have increased by 86%.
