Agricultural sector is the most important sector for the continuousness of human life. In this respect, even though the sustainability of the agricultural sector is possible with a production structure which is correct and riskless, the decreasing water resources with the environmental issues faced in the last years also considerably effect the agricultural production. For this reason, meeting the needs of world‟s rapidly increasing population such as nutrition and harboring and minimizing the possible risks are possible with the development of agricultural sector. When informing about the risk system of a country‟s agricultural sector, insurance business comes in sight as an important concept for these risks to be cleared. In this direction, the main purpose of the thesis study is for introducing the development of agriculture insurance in Turkey and its effects. Within the study, determining the risks agricultural sector comes across and minimizing these risks are targeted. Notions such as agricultural sector and insurance are primarily discoursed in the thesis study. Agricultural sector has a strategic significance in meeting the physiologic needs such as nutrition and harboring of humans, fulfilling the necessity for raw material of industry sector, providing the rise of employment in specific sectors, and also, due to its direct or indirect contribution to foreign trade. According to the results of SWOT analysis done within the study, strengths of the agricultural sector in Turkey are; the farm lands are controlled by TARSİM due to the production potential and vast variety of products of wide agricultural estates, and also, the intervention in case any kind of possible risk is being centrally provided. The blind sides of the agricultural sector are; the farm lands are sectional, for this reason, the farmers do no check in because of their being uninformed about the insurance issue. When examining the opportunities of sector; Turkey has on the ball in the matter of agricultural feasibility thanks to its geopolitical location, the manufacture of products which are aimed at the home demand and foreign demand is enhanced, and, the country is ensuring the necessary contribution support for the productivity growth
Tarım sektörü insan hayatının devamı için en önemli sektördür. Bu bakımdan tarım sektörünün sürdürülebilirliği için doğru ve risksiz bir üretim yapılması gerekir. Son yıllarda yaşanan çevresel sorunlarla birlikte azalan su kaynakları tarımsal üretimi önemli oranda etkilemektedir. Bu nedenle hızla artan dünya nüfusunun beslenme ve barınma gibi ihtiyaçlarının giderilmesi ve oluşabilecek risklerin minimize edilmesi, tarım sektörünün geliştirilmesiyle mümkün olacaktır. Bir ülkenin tarım sektörünün risk yapısı hakkında bilgi verilirken bu risklerin giderilmesi için sigortacılık da önemli bir kavram olarak ortaya çıkmaktadır. Bu çalışmasının amacı, Türkiye‟de tarım sigortacılığının yarattığı etkilerin ortaya konulmasıdır. Çalışma kapsamında tarım sektörünün karşılaştığı risklerin belirlenmesi ve bu risklerin minimize edilmesi hedeflenmektedir. Tez çalışmasında öncelikle tarım sektörü ve sigorta kavramları üzerinde durulacaktır. Tarım sektörü, insanların beslenmesi ve barınması gibi fizyolojik ihtiyaçların karşılanmasında, sanayi sektörünün hammadde gereksinimlerinin giderilmesinde, belirli sektörlerde istihdam artışının sağlanmasında ve dış ticarete doğrudan veya dolaylı katkılarından ötürü stratejik öneme sahiptir. Çalışma kapsamında yapılan SWOT Analizi sonuçlarına göre Türkiye‟de tarım sektörünün güçlü yönleri; geniş tarım arazilerinin üretim potansiyeli ve ürün çeşitliliğinin fazla olmasından dolayı TARSİM tarafından denetlenmesi ve oluşabilecek risklere müdahalenin tek elden yapılmasının sağlanıyor olmasıdır. Tarım sektörünün zayıf yönleri ise tarım arazilerinin parçalı olması ve çiftçilerin bu yüzden sigorta konusunda bilinçsiz olmasından dolayı kayıt yaptırmamasıdır. Sektörün fırsatlarına bakıdığında; Türkiye‟nin jeopolitik konumundan dolayı tarım yapılabilir düzeyde olması ile iç ve dış talebe yönelik ürünlerin üretiminin gelişmiş olması ve devletin verimlilik artışı için gerekli prim desteklerini sağlıyor olmasıdır.
