Çok partili hayata geçiş sürecinde Türkiye’de müzik algısı ve müzik dergileri (1946-1950)

Abstract

II. Dünya Savaşı’nın sona ermesiyle, Türkiye’de çok partili hayata geçiş süreci hızlanmıştır. Bu süreçle birlikte, siyaset ve toplum arasındaki ilişki de değişmiş, siyaset ile paralel çizgide ilerleyen kültür ve onun en önemli uygulama alanı olan müzik sanatı da bu değişimden etkilenmiştir. Türkiye’de devletçi geleneğin arka planında hep var olan müzik ve Cumhuriyetin ilk yıllarında sert bir biçimde uygulamaya konulan devletin resmi müzik politikası, 1940’lı yılların ortalarından itibaren ve sonra çok partili hayata geçiş dönemiyle birlikte belli oranda yumuşamıştır. Bu yumuşama hareketine temelde iki farklı durum neden olmuştur. Bu nedenlerden ilki, muhalefetin varlığının siyasi arenada olduğu kadar, sanat ve kültür hayatında da karşımıza çıkması; ikincisi ise, zaten sağlam bir zemine oturtulamamış olan ve bürokratların kararlarıyla yönlendirilmeye çalışılan müzik inkılâbının hedeflenen düzeyde gerçekleştirilememiş olmasıdır. Hazırlanan çalışmada, yaşanan bu durum hem iktidar hem de muhalefet penceresinden bakılarak değerlendirilmiştir. Değerlendirme yapılırken, 1946-1950 yılları arasında çıkan müzik dergileri incelenmiştir. Müzik dergilerinin yanı sıra, Başbakanlık Cumhuriyet Arşivinden elde edilen belgelerden, Türkiye Büyük Millet Meclisi Zabıt Ceridelerinden ve Osmaniye Valiliği Bela Bartok Müzesi’nden elde edilen dokümanlardan da yararlanılmıştır. Ayrıca o dönemde Milli Eğitim Bakanlığı ve Cumhuriyet Halk Partisi tarafından bastırılan kılavuz niteliğindeki kaynaklar da kullanılmıştır.

By the end of the World War II, during the transition to multi-party system in Turkey accelerated. With this process, the relationship between politics and society also changed. Besides, culture, which goes ahead parallel with politics and the art of music that is the most outstanding application area of culture were affected from this change too. Music that has always existed in the background of the statist traditional and the formal music policy of the state which was applied strictly in the beginning years of Turkish Republic eased off a certain extent by entering the multi-party system. Two different situations caused this moderation movement. First situation was the meeting with the existence of opposition in the politics arena and also in the dimensions of culture and art. Second situation was the fact that music revolution, which was not built on a solid ground and was tried to be controlled with the decisions of the bureaucrats wasn’t able to be realized at the intended level. In this research, this experienced situation was evaluated in details from the perspectives of both ruling party and opposition. During the evaluation, music journals published between the years 1946 and 1950 were reviewed. In addition to these music journals, documents obtained from Turkish Republican Prime Ministry Archive, Grand National Assembly of Turkey Official Report Diaries, and Osmaniye Bela Bartok Museum were also benefitted. Moreover, the resources providing guidance which were printed by the Ministry of National Education and CHP in those years were also used.
