Bu tez kapsamında; kentsel açık-yeşil alan tasarımında, projelerin çevresel performanslarına yönelik bir sertifikasyon sistemi geliştirme olanakları üzerinde çalışılmıştır. Yapı sektörünün geliştirmiş olduğu yeşil bina sertifika sistemlerinde olduğu gibi, açık-yeşil alanların korunmasını, sürdürülebilir kullanımını ve çevresel performansını artırmaya yönelik standartların gerekliliği belirtilmiş ve bu doğrultuda yapılmış uluslararası çalışmalar ve öne sürülen standartlar incelenmiştir.
Buna göre çevre dostu peyzaj projeleri için geliştirilen sertifikasyon çalışmasına yönelik temel ölçütler belirlenmiştir. Bunlar; su tüketim maliyetinin azaltılması, enerji tüketim maliyetinin azaltılması, bakım maliyetinin azaltılması, toprak bakım maliyetinin azaltılması, yaban hayatı tür zenginliği, yerel flora elemanlarının kullanımı ve istilacı türler ile mücadele başlıklarından oluşmaktadır.
Dikkate alınan yedi temel ölçüt altında; değerlendirme ön koşulu, stratejik hedef, uygulama hedefleri ve buna yönelik eylemler tanımlanmış ve bunlara yönelik puanlama sistemi sunulmuştur. Toplam 100 puana sahip bu puanlama sistemine göre değerlendirilecek bir peyzaj projesinin çevresel performansının belgelendirilmesi için 7 temel ölçütten en az 4’ünün ilgili olduğu toplam ölçüt puanının yarısından fazlasını alması şartı düşünülerek en alt kademe belirlenmiştir. Bunun üzerinde performans gösterecek projelerin ise kademeli olarak; Bronz (40-49 puan arası), Gümüş (50-59 puan arası), Altın (60-79 puan arası) ve Platin (80 puan ve üstü) şeklinde derecelendirilmesi öngörülmüştür.
In this study, the availability of developing a certification system regarding environmental performances of landscape design projects has been investigated. The necessity of standards that can support the protection and sustainable use of open-green space, and increase the level of environmental performance of any landscape project has been addressed and related studies as well as proposed standards has been analysed, as in green building certification systems, developed by construction sector. Regarding this, the basic criteria to certification studies for landscape projects has been determined. These criteria consist of following titles as: reduction of the cost of water consumption, energy consumption, general maintenance; soil maintenance; protection of habitat richness for wildlife, encouraging use of local flora elements in planting design, and combating against invasive species. Considering the seven basic criteria, pre-requisite of assessment, strategic goal, aims of practice and actions regarding these practices have been defined and a scoring for these measures have been proposed. According to the proposed scoring the lowest score for assessing environmental performance of any landscape project has been determined in case of gaining a higher value than half of performance point of at least related 4 basic criteria. Ranking of projects, which perform over this level, has been envisaged to grant as Bronze (40-49 point), Silver (50-59 points), Gold (60-79 points) and Platinium (80 points and up) respectively.
