Siyasal genel olarak hükümetin ya da yönetimin herhangi bir durumda fiili bir uygulama veya eylemsizlikten oluşan tavırlarının genelidir. Temelde bir soruna çözüm üretmek için üretilen siyasalar sorunun gündem oluşturması, buna karşı siyasanın formüle edilmesi, siyasanın uygulanması ve değerlendirilmesi aşamalardan oluşan bir süreç şeklinde işlemektedir. Etnik ve kültürel çeşitlilik, karmaşık toplumsal yapılar, uluslararası düzenlemeler ve bunların etkileri siyasa oluşturma süreçlerini etkilemektedir. Toplumsal ihtiyaçların çeşitliliğinden dolayı bu ihtiyaçları giderecek siyasaları formüle etmek zordur. Günümüzde çok daha bilinçli, ne istediğini bilen ve istekleri çok daha fazla olan bireylerden oluşan toplumlar söz konusudur. Oluşturulan siyasaların kapasitesi ile ilgili zorluklar tamamen bu yeni toplum, yeni birey ile alakalıdır. Bu açıdan siyasa oluştururken bütün toplum kesimlerinin enerjisinden, birikiminden, ortak aklından faydalanabileceğimiz, aynı zamanda ortaya çıkacak siyasanın meşruluğunu artıracak katılımcı yöntemlere, müzakereci anlayışlara ihtiyaç duyulmaktadır. Müzakereci modellerin, anlayışların, uygulamaların geliştirilmesi ve bunların yaygınlık kazanması ile etkili, verimli, akılcı siyasaların üretilmesi sağlanabilecektir. Bu toplumsal güven ve meşruiyeti de artıracaktır ancak bunun için elimizdeki modeller bu ihtiyaca yeterince cevap verememektedir.
Policy, in general, is the general attitude of government/administration consisting of its de facto/actual application or inertia/inactivity in any case. Policies which is basically generated to solve a problem is a process including problem on agenda; formulation, implementation and evaluation of the policy against this problem. Ethnic and cultural diversity, complex social structures, international regulations and their impact affect policy-making process. Due to the diversity of needs it is difficult to formulate policies for the satisfaction of needs. Nowadays society is composed of individuals who are conscious, know what they want and have much more desires/needs. The difficulties with the capacity of policies created are completely associated with these new societies, new individuals. In this respect, It is needed /deliberative approach meaning benefiting from energy,experience and collective mind of all segments of the society. At the same time participatory methods will increase the legitimacy of policies. Efficient, effective, rational production of policies will be possible with development of deliberative models,understandings applications and its prevalence. It will also increase social trust and legitimacy. However, current models are not amenable enough to respond needs.
