Küresel krizin Türkiye'de genç işsizliğe etkisi

Abstract

The financial crisis that began to be felt first signals in the financial sector of United States in the middle of 2007 and erupted in 2008 has become a global crisis spreading too many countries in the world. The global financial crisis began in the U.S. mortgage market has been the cause of the decline in economic growth and the increase in unemployment. The absence of the mortgage market in Turkey has provided Turkey less affected by the crisis. However, reflections of the negative effects of decreasing demand all over the world after crisis to Turkey have led to a contraction of the real economy. Thus the most important impact of the global crisis affecting the whole world has been on the real sector in Turkey. The purpose of this study is to examine the effects of the global crisis on unemployment, in particular on youth unemployment in Turkey. Literature survey technique was used in the study. The study consists of three parts. In the first part, the concept of unemployment is explained. Types of unemployment , factors caused unemployment, the results of unemployment and the policies combating unemployment are included in the first chapter. In the second part, the concept of the global financial crisis explained and examined the process of the chronological development of the global crisis. The causes and consequences of the global financial crisis and the effects of it on unemployment in the world and in Turkey are investigated. In the third part, youth unemployment in the world and in Turkey were investigated in periods before and after the global financial crisis. In addition, the factors that cause youth unemployment, the results of youth unemployment in Turkey and solutions are discussed under this section. In this study, it has been concluded that the 2008 global crisis has social, economic and psychological effects on youth unemployment in Turkey the and the policies remains unsufficient.

2007 yılının ortalarında ABD’nin finans sektöründe ilk belirtileri hissedilmeye başlayan ve 2008 yılında patlak veren finansal kriz dünyada birçok ülkeye yayılarak küresel bir kriz haline dönüşmüştür. ABD’nin mortgage piyasasında başlayan küresel finans krizi ekonomik büyümede gerilemeye ve işsizlik oranında artışa neden olmuştur. Mortgage piyasasını oluşturan yapının Türkiye’de olmaması, Türkiye’nin krizden daha az etkilenmesini sağlamıştır. Ancak kriz sonrası tüm dünyada talebin azalması sonucu ortaya çıkan olumsuz etkilerin Türkiye’ye yansıması reel ekonominin daralmasına neden olmuştur. Böylece tüm dünyayı etkileyen küresel krizin Türkiye’ye en önemli etkisi reel sektör üzerinde olmuştur. Bu çalışmanın amacı, 2007 yılının ortalarında ortaya çıkıp etkisini 2008’de göstermeye başlayan küresel krizin Türkiye’de işsizlik ve özellikle genç işsizliği üzerindeki etkilerinin incelenmesidir. Çalışmada literatür tarama tekniği kullanılmıştır. Çalışma üç bölümden oluşmaktadır. Birinci bölümde işsizlik kavramı açıklanarak, işsizliğin türlerine, işsizliğe neden olan faktörlere, işsizliğin sonuçlarına bunlara bağlı olarak işsizlikle mücadele politikalarına yer verilmiştir. İkinci bölümde ise; küresel kriz kavramı açıklanıp, küresel krizin kronolojik gelişim süreci incelenmiş; bu gelişim sürecinde küresel finansal krizi ortaya çıkaran nedenler, sonuçları ve küresel krizin işsizliğe olan etkileri Dünya’da ve Türkiye’de incelenmiştir. Üçüncü bölümde genç işsizliği, Dünyada ve Türkiye’de küresel kriz öncesi ve sonrası dönemler için incelenmiştir. Ayrıca Türkiye’de genç işsizliğe neden olan faktörler, genç işsizliğin sonuçları ve çözüm önerileri de bu bölüm kapsamında ele alınmıştır. Çalışmada, Türkiye’de 2008 küresel krizin genç işsizliği üzerine sosyal, ekonomik ve psikolojik etkilerinin olduğu ve bu duruma karşı uygulanan politikaların yetersiz kaldığı sonucuna varılmıştır.
