Abstract

"Aydın İlinde Potansiyel Yatırım AlanlarT başlıklı bu çalışmada yatırım kavramı, çeşitleri ve unsurları üzerinde durulmuş, yatırım karan ve kriterleri açıklanmış, yatırımın kriterleri belirlenirken uygulanan yöntemler ve Aydın İli'nde potansiyel kârlılığı olan yatırım alanlarının tespiti ve bu alanlara ait seçilen bazı projelerin fizibilite etüdleri hazırlanarak irdelenerek, Aydın İli'nin potansiyel yatırım alanlarına ait bir profilinin belirlenmesine çalışılmıştır. Çalışmanın temel hipotezi; "Aydın İli'nde yatırım karan alan girişimciler, yatınm yapacaklan alanla ilgili olarak hiçbir fizibilite etüdü yapmadan, tamamen deneyim ve gözlemlere dayalı sonuçlara göre yatınm karan almaktadırlar. Bu sebeple de aynı yatınm tutan ile İlde daha kârlı, potansiyel yatınm alanlanna yapılabilecekken, bilimsel araştırma ve incelemeler yapılmadığı için, kârlılığı ve verimliliği daha az olan alanlara yatınm yapılmaktadır. İlde bu sebeple gözden kaçan pek çok potansiyel yatınm alam mevcuttur." Çalışmada materyal olarak öncelikle konu ile ilgili temel kavramlar ve yöntemlere yönelik çalışmalar incelenmiştir. DİE, DPT, DTM, İGEME gibi kuruluşlann hazırladıklan yıllık raporlar irdelenmiştir. Aydınlı girişimcilerin ve Aydın' da yatınm yapan girişimcilerin, bu ilde yapılan yatırımlara bakış açılannın tespiti için anket uygulanmış, anket' sonuçlan bilgisayar ortamında değerlendirilmiştir. Önce, genel olarak yatınm ve kârlı yatınm kavranılan ve kârlı yatınmın belirlenmesinde uygulanan yöntemler anlatılmıştır. Daha sonra Aydın ili genel olarak tanıtılmaya çalışılmıştır. Ardından Aydm İli'nde potansiyel yatınm alanlan olabilecek sektörler tespit edilmiş ve bu sektörlere ait birer fizibilite etüdü hazırlanmıştır. Etüdlerin hazırlanmasında Aydın İli'nde faaliyet gösteren yaklaşık otuz yatırımcı ve pek çok kurum ve kuruluş yetkilisi ile bire bir görüşülmüştür. Alınan cevaplar doğrultusunda raporlar hazırlanmıştır. Çalışmanın yapımında literatürde yer alan Türkçe ve İngilizce kaynaklardan; kitap, dergi, makale, süreli yayınlardan yararlanılmıştır. Verilerin belirlenmesinde 200 çalışmanın ve anketin yapıldığı dönemlerdeki piyasa rakamları göz önüne alınırken; DİE, DPT, DTM, İGEME'nin hazırlamış oldukları yıllık raporlar ve istatistikler de dikkate alınmıştır. Aydın Ticaret Odası, Sanayi Odası ve diğer kurum ve kuruluşların internet sayfalarından yararlanılmıştır. Çalışmada Aydın'da yatırım yapan pek çok yatırımcı ile birer bir görüşmeler yapılmıştır. Çalışma konusu sekiz bölümden oluşmuştur. Birinci ve ikinci bölümlerde konuya kısa bir giriş ve materyal ve metotlar açıklandıktan sonra, araştırma bulguları ve tartışma adlı üçüncü bölümde yatırım kavramı, çeşitleri ve kârlı yatırımın unsurları anlatılmıştır. Dördüncü bölümde yatırım kararlarının verilmesinde etkili olan kriterler ve örnek problemler ele alınmıştır. Paranın zaman değerini dikkate alan ve almayan yöntemler, risk ve enflasyonist ortamda yatırım projelerinin değerlendirilmesi irdelenmiş, yatırım projelerinin hazırlanma süreçleri anlatılmıştır. Beşinci bölümde Aydın İli'nin genel olarak bir tanıtımı yapılmıştır. İlin coğrafi konumu, tarihçesi, iklimi, bitki örtüsü, yer altı zenginlikleri, sulama kapasitesi, nüfus ve sektörel yapısı anlatıldıktan sonra, ilin kalkınmasında etkisi bilinen temel ürünler tanıtılmıştır. Altıncı bölümde Aydın İli'ne ait potansiyel yatırım projeleri tespit edilmiştir. Aydın'da yatırım yapan yatırımcıları bu yörede yatırım yapmaya yönelten sebepler anketler yolu ile tespit edilmiştir. Daha sonra Aydın İli için uygun, şimdiye kadar yatırımcıların dikkatini çekmemiş birkaç potansiyel yatırım alanları belirlenmiş ve bunlardan beş tanesinin fizibilite etüd çalışmaları yapılmıştır. Yedinci bölümde Aydın İli'nde sanayileşme sürecinde sorunlar ve beklentiler anlatılmıştır. Sekizinci bölüm ise çalışmanın genel değerlendirilmesi, sonuçlar ve öneriler bölümüdür. Aydm İli'nin yatırım profili ve potansiyel yatırım alanları profili şu şekilde özetlenebilir: Aydm İli içerisinde faaliyet gösteren firmalara ulaşmada karşılaşılan kolaylıklar, firma yetkililerine ulaşma konusunda maalesef yetersiz kalmıştır. Araştırılan konuların henüz yeni birer endüstri alam olması sebebi ile belki de, girişimciler gerek mevcut faaliyet alanları, gerekse yatırımını düşündükleri faaliyet alanları ile ilgili bilgi 201 vermekten çekinmişlerdir. Bu da araştırma için gerekli verilerin sağlıklı biçimde toplanmasına engel olmuştur. Bu engeli bir parça dahi olsa da kırmak için çok sınırlı bir alanda, ulaşabildiğimiz firma yetkililerine basit bazı sorularla bir anket çalışmasında bulunulmuştur. Bu anket sonuçlan ildeki endüstri faaliyetlerinin gözlemleri ve devletçe açıklanan gerek ülke, gerekse ile ait istatistiki verilerle zenginleştirilerek bir sonuca ulaşılmaya çalışılmıştır. In this study, named "Potantial Investment Fields in Aydın", we focuced on investment concept, its types and elements. We also explained investment decision and its criteria selected. By preparing some fizibile studies belong to these fields and by discussing these fizibility studies, a profile concerning Aydın' s potential investmant fields is specified. The main hypothesis of the study is the entrepreneurs who decide to invest in Aydm make their decisions based on experience and observations results without preparing any fizibility study relating to the investment fields. For this reason, while they can invest more profitable investment fields, they scientific research and investtigation is not carried out, hey invest less profitable and less efficient investment fields. Therefore, it is belived that there are many potential investmant fields that are not noticed by entrepreneurs. In this study, as a material basic concepts and methods relating to this subject are investigated. The reports, prepared by institutions like DIE, DPT, DTM, IGEME are explored. In order to figure out the views of investors in Aydın. A questionaire is carried out and the results are tested and evaluated in computer. Firstly, investment and profitable investment concepts and methods used chosing profitable investment are discussed. Next, Aydm' s situation is described in general. And then, the sectors which can be potantial investment fields are specified and fiziblity studies for each sectors are prepared. During the preparing fizibility studies, we contact about 30 investors and many institutions and chief executiues who operate in Aydm. The reports are prepared based on these interviews. In this study, we used Turkish and English literature; text books, journals and papers, in collecting data process, DIE, DPT, DTM and IGEME's annual reports and statistics are used. The market prices are also applies. The web pages of Aydm 203 Commerce Office, Trade Office and other institution are used as materials as well. During the thesis we interview many investors. The study consist of eight sections. The first and second sections cover a brief introduction, explanation of material and methods. The third section, named research findings and discussion, points out invesment concept, types and profitable investment's elements. The fourth section discusses. The main criterias of investment decision and consists of some cases. The methods that considers money's time salve, investment project's evaluation under risk and inflation is discussed, and the project formulation process is explained. In the fifith section, Aydm is described in general. After explaining, country's geographical location, history, climate, enviranment, natural resources, watering capacity, population and sectural structure. The main product that develope Aydın are introduced. In the following chapter, the potential invesment projects belong to Aydm are described. The reasons why entrepreneurs invest in Aydm are noted by questionnaire method. After that several potential investment fields that are not paid attention by inves tors are chosen and we made feasibilty studies for five of them. In the seventh section, the industrial development problems and expectations are discussed. Finally, the last chapter, deals whit the general evaluation, finding and implications. Economic Development is a change in a society's social and economic structure and an increase in production and welfare level for person. In order to achive economic development, the goals should be defined clearly and should be supported by rich resources. It is necessary that industrial structure development in reginal and national level and new industry establishments should be searched and evaluated. For this reason it is worthwhile to consider factors like market analysis in region, national and international level, cleseness to resources, transportation, labour, energy water, landscape, social and culturel envirenment, climate conditions, subsidies and financial opportunities. 204 In order to, achieve economic development in a region, the physical conditions should be avaliable. As far as infrastructure and labour factors are concerned. It can be said that Aydın has competitive advantage but it seems that these factors are not used efficiently. After 1950, for the first time in Aydın history, there was an attempt to export agricultural product. After 1983, there was a tendency towards having agriculture machine and tools in agriculture development. During those times, food, constraction equipments, metal industry and machine industry were important manifacturing fields. Aydın' s investment profile and potential investment fields can be summurized as follows: According to a survey, listing of countries social economic developing (1996), carried out by DPT, with respect to socio-economic development index. Aydın is in the second category with 0,57 index (1997), Aydın's GR is in trade sector, 27,6%, in agriculture 27,3% and in manifacturing sector 8,1%. City's reserve is 1,6% (1998). KBDMG is 3340$. It is the 22th city in the list. With regard to city's reserve, it is the 12th. If we divide cities in to five groups in terms of developing levels, Aydın will be in the second category. When we analyze the manufacturing sector in Aydın within the Aegean Region and Turkey. It is observed that manifacturing sector share in Ay dm showss a constant decline both within the region and in Turkey as a whole. The main reasons for the decline can be listed as follows: Becaused of the economic crises in Turkey in recent year the investers prefer to put their saving in bank accounts rather than maching investment in real sectors. The second reason is that the investors in Aydın, consider investment activities very risky, which led to decrease its GDP significantly within the Aegean Region and Turkey. At the present, there are two active industrial areas (ASTIM and Umurlu) and three projected ones (Ortaklar, Söke, Nazilli) in the city. 205 This is possibly due to the fact that the research we undertake took place within newly industrial area and the investors avoid from giving information regarding their invesment activities or projected investments. Therefore, the data we needed for this research should be considered cautiously. In order to overcome this difficulty, we applied a questionnaire method to the manager we manage to contact. By using these questionnaire results supported by national and regional statical data we fried to research a conclusion.
