dc.descriptionThe problems of local administrations, like in other countries, are the most important problems pertaining to the structure of Turkey’s public administration. In this period when the level of autonomy of local administrations are discussed, privatizeted local administration services distinctly appear distinctively among these problems. In order to touch on these problems from the perspective of privatization, privatizeted local administration services were studied as a part of institutional economy and privatization described as an institutional evolution. Therefore, the relevant literature of local administration systems of Aydın and Madrid and the privatization were analyzed. A survey was conducted in both cities for the purpose of integrating research with application. As a result, some proposals are suggested for local administrations to serve more efficiently in the light of the conclusions that thesis draw.tr_TR
dc.description.abstractYerel yönetim sorunları, diğer ülkelerde olduğu gibi, Türkiye’nin de kamu yönetimi yapısına iliskin en büyük sorunudur. Yerel yönetimlerin özerklik seviyesinin tartısıldığı bu dönemde, özellestirilen yerel yönetim hizmetleri de bu sorunlar içinde belirgin bir sekilde kendini göstermektedir. Bu sorunlara özellestirme açısından değinmek amacıyla, özellestirilen yerel yönetim hizmetleri kurumsal iktisat çerçevesinde incelendi ve özellestirme kurumsal bir evrimlesme seklinde tanımlandı. Bu yüzden Aydın ve Madrid’deki yerel yönetim sistemleri ve özellestirme ile ilgili literatür incelendi. Arastırmayı bir uygulamayla bütünlestirmek için iki ilde de anket uygulaması yapıldı. Elde edilen sonuçlara bağlı olarak yerel yönetimlerin daha verimli hizmet verebilmesi için bazı önerilerde bulunuldu.tr_TR
