Abstract: | Uluslararası ilişkiler disiplininde en kilit kavramlardan birini oluşturan güç kavramı, bu
disiplin dalındaki pek çok teori ve teorisyen tarafından tanımlanmaya çalışılmıştır. Yapılan
tanımlamaların ortak noktası gücün, stratejik bölgelerde kontrol ve etki oluşturma amacı ile
edinmek istendiğindendir. 21. yüzyılda Afrika kıtasında kontrol ve etki oluşturan, bu
bağlamda “büyük güç” olarak sıfatlandırılan iki devlet ve Fransa ve Çin’dir. Her iki aktörün,
Afrika kıtasına giriş tarihleri, amaçları ve stratejileri farklı olsa da kıtada çıkarları
doğrultusunda başarılı faaliyetler sergiledikleri gözlemlenmektedir.
Bu çalışmanın amacı, Fransa ve Çin’in “büyük güç”ler olarak, Afrika kıtasındaki siyasi,
askeri, ekonomik ve sosyokültürel faaliyetlerini analiz etmek ve karşılaştırmaktır. Her iki
aktörün sahip oldukları güç unsurları, kıtadaki mevcut konumlarını elde etmelerinde etkili
olduğu için, gücün ve büyük gücün nasıl tanımlandığı, büyük gücün hangi unsurları içerdiği
ve aktörlerin sahip oldukları hangi unsurlardan dolayı büyük güç olarak nitelendirildikleri
çalışmada ele alınmıştır. Ayrıca Fransa’nın sömürgeci geçmişini nasıl kullandığı ve Çin’in
kısa sürede nasıl bu kadar etkin olabildiği de tartışılmıştır.
Çalışmanın birinci bölümünde, güç ve büyük güç kavramlarının tanımlamaları yapılmış
ve büyük güçlerin rekabet sahası olarak görülen Afrika kıtasının tarihi ve genel özellikleri
üzerinde durulmuştur. İkinci bölümde, Fransa’nın sömürgecilik dönemi ve sonrası kıtadaki
siyasi, askeri, ekonomik ve sosyokültürel varlığı ve bu kapsamdaki faaliyetleri açıklanmaya
çalışılmıştır. Üçüncü bölümde, Çin 1990 itibari ile büyük güç olma yolunda ilerlediği için,
1990 öncesi ve sonrası kıtadaki mevcudiyeti siyasi, askeri, ekonomik ve sosyokültürel
faaliyetleri kapsamında değerlendirilmiştir. Her iki aktörün faaliyetleri kıyaslandığında ise
farklı yöntemler izlemelerine rağmen kıtada etkin ve başarılı oldukları gözlemlenmiştir.
Fransa’nın tarihsel mevcudiyetinin avantajlarını kullanan ve süreklilik arz eden, Çin’in ise
ekonomik ve ticari kozlarını kullanan dinamik bir büyük güç olduğu tespit edilmiştir. The concept of power, which is one of the key concepts in the discipline of international relations, has been tried to be defined by many theorists and theorists in this discipline. The common point of the definitions is that power is wanted to gain control and influence in strategic areas. In the 21st century, the two states that control and influence the African continent and are called "great powers" in this context are France and China. Although the two actors have different dates of entry to African continent, goals and strategies, they they have been performing successful activities in the continent in line with their interests. The aim of this study is to analyze and compare the political, military, economic and sociocultural activities of France and China as "great powers" in the African continent. Since the power elements of both actors are effective in obtaining their current positions in the continent, how power and great powers are defined, which elements the great power includes and due to which elements the actos have been considered as great powers are discussed in this study. It was also discussed how France used its colonial past and how China could be so effective in a short time. In the first part of the study, the definitions of the concepts of power and great power are made and the general and historcial characteristics of the African continent, which is considered as the competitive field of the great powers, are emphasized. In the second part, during and after the colonial part, political, military, economic and socio-cultural existence of France on the continent and its activities within this framework are explained. In the third section, as China is on its way to becoming a great power as of 1990, its presence on the continent before and after 1990 is assessed in the context of its political, military, economic and socio-cultural activities. When the activities of both actors were compared, it was observed that they were effective and successful in the continent despite following different methods. It has been determined that France that uses the advantages of its historical presence vii and providing continuity and China that uses its economic and commercial trumps and makes progress, is a great power. |
