Osmanlı Devleti’nin son döneminde yaşamış bir Türk denizcisi Saffet Bey’in hayatı, eserleri ve tarihçiliği

Abstract

Saffet Bey Osmanlı denizcilik tarihine önemli katkılar sağlayan bir Türk denizcisidir. Yazdığı eserlerle tarihimize değerli katkılarda bulunmuştur. Saffet Bey, döneminin aydınları gibi kendi imkânları dâhilinde Osmanlı’nın içinde bulunduğu duruma kayıtsız kalmayıp, sorunların çözümüne eleştirel düşünce yapısıyla katkı sağlamaya çalışmıştır. Aydın olma kimliğinin yanı sıra bir asker olması nedeniyle Osmanlı içindeki bazı olumsuz durumlara bizzat şahit olmuştur. Bu durum onu, sorunları hem yaşayan hem de yazan bir aydın konumuna getirmiştir. Bu çalışma kapsamında Saffet Bey’in eserlerini incelediğimizde birçok alana değindiğini görmekteyiz. Bu alanların en önemlisi de eğitim alanı olup, içinde bulunulduğu durumun eğitimdeki nizam ve intizam eksikliğinden kaynaklandığını ortaya koymaktadır. Birçok Türk aydını gibi Saffet Bey de Osmanlı’nın içinde bulunduğu koşullardan nasıl çıkması gerektiğine kafa yormuştur. Bu nedenle Saffet Bey’i kendi döneminin koşuları içinde değerlendirmek onu anlamanın en iyi yoludur.

Saffet Bey was a valuable Turkish mariner, with great contributions to Ottoman Maritime History. His inscriptive works were of great value to our history. Saffet Bey, like many other intellectuals of his time, was well aware of the dire situation of Ottoman Empire, and directed his efforts towards the solution of problems with his own critical perspective. His identity as a soldier, as well as an intellectual, caused him to witness some unfavourable situations in the empire, making Saffet Bey an intellectual, both living the problems and writing about the problems at the same time. In scope of this study, we'll focus on his literary works, diversified in various areas. Most important of these areas is education, indicating the unfavourable situation is result of a deficiency in order and ordinance. To understand his point of view, it's best to interpret Saffet Bey by the circumstances of his time and place of living as he struggled to bring solutions to problems, like many other Turkish intellectuals of that time.
