Türkiye`de uygulanan işsizlik ve istihdam politikalarının Avrupa Birliği uyum sürecine etkileri (1980 sonrası)

Abstract

Đstihdam ve işsizlik sorunları, diğer ülkelerde olduğu gibi Türkiye’nin de ekonomik ve sosyal yapıya ilişkin en önemli sorunu niteliğindedir. Bu nedenle, istihdam ve işsizlik politikalarının oluşturulmasında söz konusu sorunları önleyici politikaların belirlenmesi gerekmektedir. Avrupa Birliği ile ilişkilerin yoğun ve daha istikrarlı bir düzeyde seyrettiği, üyelik müzakerelerinin gündemde olduğu bu dönemde, Türkiye’de istihdam ve işsizlik politikalarının yapılandırılmasında kaydedilen gelişmelerin, uyum sürecini olumlu etkilemesi beklenmektedir. Bu amaca yönelik olarak, Türkiye’de işgücü piyasası ve işsizliğin özelikleri çeşitli göstergeler yardımıyla belirlenmeye çalışılmıştır. Sonra, Türkiye’de 1980 sonrası uygulanan istihdam ve işsizlik politikalarına değinilerek, Türkiye’nin söz konusu göstergeler ve politikalar açısından Avrupa Birliği’ne uyumu değerlendirilmiştir.

The issues of employment and unemployment, like in other countries, are the most important problems pertaining to Turkey’s economic and social structures. Therefore, when creating new policies on employment and unemployment, preventive measures should be taken on these problems. In this period when intensive and stable relations with the European Union are maintained and the accession negotiations are on the agenda, the progress on structuring employment and unemployment policies in Turkey is expected to have positive influence on the adaptation process. For this purpose, the characteristics of Turkish labor market and unemployment are presented through various indicators.Later, the employment and unemployment policies implemented in Turkey after 1980 are mentioned and Turkey’s adaptation to the European Union is evaluated in terms of the above mentioned indicators and policies.
