Türkiye'de yerel siyasetçilerin eğitimi: Aydın ili örneği

Abstract

The governments prepare and implement advanced executive training projects to put into practice ideally the public policies. Graduate and postgraduate education programs for executive training exist. Nevertheless this situation loses its validity in politics. The mayorship and councilorship are the top positions of the municipality as a legal entity. To become mayor or member of council, the only criteria for educational status is primary school graduation. However, because the mayors and members of council have most important powers and responsabilities, it could improve the service quality of planned politics if they are prepared for these positions with appropriate education programs. The study began with the explanations of related concepts. Then the existing situation of local politics and politicians in Turkey were examined. The data for field study were collected from elected mayors and members of city council in Aydın Province via a questionnaire, which was prepared for this study. Data were analysed by the SPSS 22 WIN program. The hypotesis of “The insufficient education of local politicians in Turkey have negative impacts on administration and management of munipicipalities”.

Devletler kamu politikalarını en iyi şekilde hayata geçirebilmek için üst düzey yönetici yetiştirme projeleri hazırlamakta ve uygulamaktadır. Üst düzey yöneticilik için açılan lisans ve lisansüstü eğitim kurumları mevcuttur. Siyasette bu durum geçerliliğini kaybetmektedir. Belediye tüzel kişiliğinin en üst makamı başkanlık ve belediyenin karar organlarından meclis üyeliği için eğitim şartı “ilkokul mezunu olmak” olarak yer almaktadır. Üst düzey görev, yetki ve sorumluluklar ile donatılacak olan belediye başkanı ve belediye meclis üyelerinin özel bir eğitim ile donanımlı hale getirilmesi, uygulanacak politikaların hizmet kalitesini arttıracaktır. Çalışmada öncelikle konu ile ilgili kavramlar açıklanmış ve Türkiye’de yerel siyasetin ve siyasetçilerin durumu incelenmiştir. Alan çalışmasında Aydın ilinde bulunan seçilmiş yerel yöneticiler ile anket yapılmıştır. Çıkan sonuçlar SPSS Statistics 22 WİN programıyla çözümlenerek belirlenmeye çalışılmıştır. “Türkiye’de yerel siyasetçi eğitimlerinin yeterli seviyede olmaması, belediyelerin yönetimini olumsuz yönde etkilemektedir” hipotezi test edilmiştir.
