Türkiye’de milli eğitimde e-devlet uygulamaları: Aydın örneğinde FATİH projesi

Abstract

Bilgi teknolojileri 21. yüzyılda, her alanda kendini göstermektedir. Bilgi ve teknolojiye uyum sağlanmaya çalışılması resmi işlemlerin daha hızlı ve modern yapılabilmesi için e-Devlet uygulaması kullanıma konulmuştur. E-Devlet, devletin her alanında gelişmeye başlamıştır. Milli Eğitim Bakanlığı bünyesinde gelişimini hızlandıracak projeler yapılmaktadır. Bu projelerin en önemlileri arasında FATİH Projesi bulunmaktadır. Bu yüksek lisans tez çalışmasında, e-devlet uygulamasının eğitimdeki devamı olan FATİH Projesi‟nin Aydın‟daki okullarda uygulanması ve bu uygulamanın kamuya yararı incelenmiştir. Aydın İl‟indeki 95 liseden 51‟inde akıllı tahtanın kurulumu ve öğretmenle öğrenciye tablet dağıtımı tamamlanmıştır. Bu 51 liseden 24 tanesi ile anket çalışması yapılmıştır. Aydın İl‟inin 12 İlçesi‟nde, 24 lisede; 346 öğretmen ve 1.336 öğrenciyle anket uygulaması yapılmış, FATİH Projesi‟yle ilgili öğretmen ve öğrencilerin görüşleri alınmıştır. Bu anket uygulaması yapılırken sonuçlarının daha güvenli olabilmesi için anket yapılacak bütün liselere gidilerek, öğretmen ve öğrencilerle birebir görüşülmüştür. Yüksek lisans tez çalışmasının alan çalışması olan anket uygulamasında FATİH Projesinin üç ana unsuru olan akıllı tahta, tablet bilgisayar, EBA incelenmiştir. Çalışmada akıllı tahtanın faydalı olduğu, tablet ile ilgili ise özellikle programlar bazında çalışmaların artırılması, iyileştirilmelerin yapılması gerektiği kanısına varılmıştır. EBA ise sürekli geliştirilmekte olan elektronik bilişim ağıdır. EBA‟nın ders içeriğiyle ilgili yeterliliği anket sorularına verilen cevaplar yardımıyla değerlendirilmiştir. FATİH Projesi‟nin bu üç unsuru irdelenerek kamuya daha faydalı hale getirilmesi amaçlanmıştır. Bunun yapılabilmesi için de hangi çalışmaların yapılması gerektiği saptanırken, FATİH Projesi‟nin Aydın‟daki eğitim kurumlarına katkıları araştırılmış, projenin varsa eksik yönleri belirlenmeye çalışılmıştır.

Information technology in the 21st century reveal themselves in all areas. EGovernment has been put into use to adapt information and technology and to perform faster and more modern in formal process. E-Government began to develop in all areas of the state. Projects which will accelerate the development are carried out within the Ministry of Education. Fatih Project is the most important one among these projects. In this master thesis, implementation in education in schools in Aydin Fatih Project which is the continuation of e-government and the benefits to the public of this application was examined. 51 from 95 high schools in Aydin province, the installation of smart boards and distribution of tablets to the teachers and students was completed. This survey was conducted with 24 of the 51 schools. Aydin province 's 12 district , 24 schools ; 346 teachers and 1,336 students were conducted in a survey, the opinions of teachers and students about Fatih Project were taken .To take safer results in this survey,teachers and students were interviewed individually by going to all schools. Master's thesis of the field study , which surveys the three main elements of the Fatih Project in the implementation of smart boards , tablet computers , EBA was investigated. In the study it‟s concluded that the interactive whiteboard is useful ,in regarding tablets studies especially in some programs should be increased. EBA is an electronic information network which is continuously being developed. The adequacy of the course content of EBA was evaluated by answers to questionnaires . Making them more useful for the public was intended by examining these three elements of Fatih Project. For this to work well when determining what work needs to be done, contributions of Fatih Project to educational institutions in Aydin were researched, the missing aspects of the project was aimed to determine.
