6360 Sayılı yasanın kamu hizmetlerinin sunumuna etkisi: Balıkesir Büyükşehir Belediyesi örneği

Abstract

6360 sayılı Yasayla Türkiye'de yerel yönetim sistemine yeni bir düzenleme dâhil edilmiş, illerin idari yapısında, yerel yönetimlerin mali düzeninde, yerel siyasete katılım durumunda, yerel halka hizmet sunumunda ve planlama konularında değişimler yaşanmıştır. 6360 sayılı Yasayla Balıkesir İli'ne büyükşehir belediyesi statüsü verilerek iki yeni ilçe kurulmuş, belde belediyeleri ve köylerin tüzel kişiliği kaldırılarak mahalleye dönüştürülmüştür. İl sınırları içinde yaşayanların siyasi katılımla ilgili durumu değişmiştir. Yerel halka belediye muadili hizmet sunan il özel idaresi kaldırılarak benzer nitelikteki hizmetlerin tek elden sunulması amaçlanmıştır. Belediyelerin mali kaynaklarında önemli oranlarda değişiklikler yapılmıştır. İmar, planlama, su ve kanalizasyon idaresi konusunda tüm yetkiler merkezileştirilerek büyükşehir belediyesinde toplanmıştır. Çalışmaya kamu hizmetlerinde idarî yapılanma konusu ile başlanmış, ülkemizin yerel yönetim yapısından bahsedilmiş, Balıkesir'in tarihi, idarî ve siyasî yapısı hakkında bilgiler verilmiştir. Alan çalışmamızda; Balıkesir İlinde bulunan belediye başkanları, başkan vekilleri ve başkan yardımcılarından oluşan toplam 55 kişi ile anket yapılmış, 6360 sayılı Yasanın kamu hizmetlerinin sunumuna olan etkileri, SPSS Statistics 22 WİN programıyla çözümlenerek belirlenmeye çalışılmıştır. "6360 sayılı Yasayla yeni büyükşehir belediyelerinin kurulması ve mevcut büyükşehir belediyelerinin de idari ve hizmet sınırlarının il ve ilçe sınırlarına genişletilmesinin olumlu yönetimsel gelişme olduğu" hipotezi test edilmiştir.
