Türkiye'de genç işsizliği sorunu ve işsizlikle mücadelede uygulanan ekonomi politikalarının analizi

Abstract

İşsizlik, tüm dünya ülkelerinin benzer sıkıntıları yaşadığı küresel bir sorundur. Ülkelerin bu sorun ile başa çıkabilmelerindeki mihenk taşı, genç işsizliğine verdikleri önem ve bu sorunun çözülmesi sürecinde uygulayacakları yöntemlerin yeterliliği olacaktır. Küresel krizlerin de etkisiyle, Türkiye'de de genç işsizliği oranlarında kademeli bir yükseliş süreci yaşanmıştır. Küçümsenemeyecek oranlara ulaşan, ekonomik, toplumsal ve siyasi boyutları içine alan genç işsizliği sorunu bürokratlardan, ekonomistlere kadar herkesi, bu konuya eğilmeye mecbur kılmıştır. Bu çalışmanın amacı, nesilleri etkileyen bir sarmala dönüşen işsizlik olgusunun en önemli öğesi olan genç işsizliğine dikkati çekmek, işsizlik nedenlerinin, boyutlarının tespiti yolu ile bu sorunu çözmeye yönelik öneriler sunabilmektir. Çalışmada, Türkiye'de genç işsizliği sorununun yansımaları, şu ana kadar gelinen süreçte yapılanlar tüm ayrıntılarıyla irdelenmiştir. Dünyada ve Türkiye'de genç işsizliği sorunu incelenmiştir. Buna ek olarak, Türkiye'de nedenleri, boyutları ve sonuçlarıyla genç işsizliği derinlemesine analiz edilmiş, uygulamaya konulan istihdam ve ekonomi politikaları tarihsel süreçle verilmiştir. Ülkenin geleceğini etkileyen bu kararların sonuçları göz önüne alınarak çözüm yolları önerilmeye çalışılmıştır. Çalışma tümdengelim yöntemiyle gerçekleştirilmiştir. Veriler çalışmanın alt yapısının oluşturulması ve desteklenmesi için bir araya getirilerek sınıflandırılmış ve tablolarla desteklenmiştir. Yadsınamayacak kadar önemli bir gerçeklik olan genç işsizliği sorununu önlemeye yönelik olarak gençleri işgücü piyasasının ihtiyaçlarıyla buluşturacak önlemlerin ivedilikle gerçekleştirilmesinin Avrupa Birliği'ne girmeyi amaçlayan Türkiye açısından önemli bir avantaj olduğu öngörülmektedir.

Unemployment issue is a global issue which all countries are suffered from similar problems. The touchstone of countries for solving this problem is giving importance to youth unemployment issue and qualification of methods in the process of solving this problem. With the effect of some global financial crisis, it has been lived a gradual process of escalation in youth unemployment rates in Turkey too. The unemployment issue which have reached not inconsiderable proportions and have embodied economic, social, and political dimensions make everyone from bureaucrats to economists deal with this problem. The aim of this study is to attract attention to the unemployment fact which has turned to be a spiral affecting nations and to present suggestions for solving this problem by determining the reasons and dimensions of unemployment. In this study, the reflections of youth unemployment problem in Turkey and all efforts for solving this youth unemployment problem have been examined in detail. The youth unemployment issue have been analized in Turkey and the World. In addition, the reasons, dimensions and results in Turkey have been deeply analized and all employment and economic policies applied so far have been showed with their historical processes. By considering the results of those decisions that have affected the future of the country, it is tried to be suggested the ways for the solution. The study is carried out with the deductive method. The data of the study is brought together and supported by classified tables to create the infrastructure of the study and to support the study. With a wiew to preventing the undeniable youth unemployment problem, it is an advantage to take some precautions in order to meet the needs of labour force market up with jobless youth for Turkey who is aiming to become a permanent member of EU.
