Bilgi toplumu parametreleri ve ekonomik büyüme arasındaki ilişki: Panel analiz

Abstract

Son dönemlerde ekonomik ve teknolojik alanlarda önemli gelişmeler yaşanmaktadır. Yaşanan bu gelişmeler bilgi ekonomisi ile açıklanmaktadır. Bilgi ve iletişim teknolojilerinde ilerlemeler toplumların gelişmişlik seviyesinin temel belirleyicileri haline gelmiştir. Bilgi ve iletişim teknolojilerinin öneminin artmış olması mikro ve makro düzeyde pek çok kavramın yeniden gözden geçirilmesini gerekli hale getirmiştir. Bu amaçla Dünya Bankası KAM Metodolojisi (The Knowledge Assessment Methodology) geliştirilmiştir. Literatürde bilgi ekonomisine yönelik çeşitli çalışmalar yapılmış ve bu yeni ekonominin ülkelerin ekonomisi üzerinde önemli etkilerinin olduğu sonucuna ulaşılmıştır. Bu çalışmanın amacı, bilgi ekonomisini diğer ekonomik sistemlerle karşılaştırarak, bilgi ekonomisinin temel belirleyicilerini açıklamaktır. Ayrıca, Türkiye'de bilgi toplumunun alt yapı parametrelerini belirleyerek, bu parametreler ile ekonomik büyüme arasındaki ilişkileri incelemek ve bulgular doğrultusunda politika önerileri sunmak amaçlanmaktadır. Bu çalışmada, KAM Metodolojisi ile Türkiye'nin bilgi ekonomisindeki yeri belirlenmektedir. Öncelikle KAM Metodolojisinin yaptığı sınıflandırmaya göre Türkiye'nin yer aldığı Avrupa ve Orta Asya grubunda yer alan 22 ülke için 2000'2007 dönemine ait veriler ile daha sonra yine KAM Metodolojisinin yaptığı sınıflandırmaya göre Türkiye'nin yer aldığı üst-orta gelir grubunda yer alan 12 ülke için 2000'2008 dönemine ait verilerle gerçekleştirilen panel analizi ile bilgi toplumunun altyapı parametreleriyle ekonomik büyüme arasındaki ilişki olduğu ortaya konmaktadır.

There are significant improvements in economic and technological fields in recent years. These developments are explained by the knowledge economy. Advances in information and communication technologies has become the main determinants of the level of development of societies. Increasing importance of information and communication technologies made it necessary to revise many of the concept in micro-and macro-level. For this purpose, the KAM Methodology of World Bank (The Knowledge Assessment Methodology) was developed. In the literature, there are various studies for the knowledge economy and it has been concluded that the new economy has a significant impact on the economies of the countries. The purpose of this study, comparing the knowledge economy with other economic systems, is to explain the basic determinants of the knowledge economy. In addition, it is aimed to identify the parameters of the infrastructure of the information society in Turkey in order to investigate the relationship between economic growth with these parameters and to provide policy recommendations in the light of findings. In this study, the place of Turkey in knowledge economy was determined by the KAM Methodology. In the first model, panal analysis was carried out with data for the group of 22 countries of the Europe and Central Asia including Turkey, according to the classification of KAM Methodology, for the period 2000-2007. In the second model, panel data analysis was performed for the period 2000-2008 for 12 countries in upper-middle-income group including Turkey, the according to the classification of KAM Methodology. As a result, it is pointed out that there is a relationship between the parameters of the infrastructure of the information society and economic growth.
