Abstract: 2002 yılında erken genel seçimler sonucu ülkenin siyasi yapısı yeniden şekillenmiş, Adalet ve Kalkınma Partisi (AKP) tek başına iktidara gelerek göreve başlamış ve sonrasında açıkladığı acil eylem planı ile sağlık sektöründe ciddi değişiklikler yapacağının haberini vermiştir. 58. Hükümet’in Acil Eylem Planı’nın kapsamında 205 faaliyet bulunmaktadır. Bu faaliyetlerin temel başlıkları; kamu reformu, ekonomik dönüşüm programı, demokratikleşme ve hukuk reformu, sosyal politikalardır. Özellikle 2003 yılından sonra ivme kazanan, sağlık politikalarında köklü değişiklikler öngören sağlık reformu çalışmaları ‘Sağlıkta Dönüşüm Programı’(SDP) başlığı altında Türkiye gündemindeki yerini almıştır. SDP, Türk idari teşkilatlanmasında merkezi yönetimin yeniden düzenlenerek yetki, görev ve sorumluluklarının günün şartları ile uyumlu hale getirilmesi çabasının sağlık hizmetlerinde nasıl yansıması gerektiğini ifade etmektedir. Araştırmanın problemi ve yanıt aranan soru şudur; Türkiye’de 2003 yılı itibariyle sağlık hizmetlerinde değişimi sağlamak üzere Sağlık Bakanlığı’nın başlatmış olduğu SDP projesi, gerçekten sağlık hizmetlerinde etkili, verimli ve hakkaniyete uygun bir şekilde organize edilmiş midir ve vatandaşa gerekli hizmeti sağlamış mıdır?’ Araştırmanın amacı; Türkiye’de sağlık alanında son dönemlerde yapılan yenilikler incelenerek, topluma ne kadar yarar sağladığını, etkinliğini ve verimliliğini incelemektir. Araştırmanın önemi; 2003’ten itibaren süregelen uygulamaların neyi, nasıl, ne yönde, ne kadar değiştirdiğinin tespit edilmesine çalışılmıştır. Ayrıca, uygulanan sağlık alanındaki yeniliklerin vatandaş açısından yararının ölçümü incelenmeye çalışılmıştır. Araştırmanın yöntemi ve veri toplama teknikleri; araştırmada sadece 2003 yılından itibaren sağlıkta yapılan reformlar ve topluma yansımaları ele alınmış olup, o tarihten önceki sağlık reformlarının kısa bir değerlendirilmesi yapılmıştır. Yapılan araştırmada; incelenen konuyla ilgili tezlerden, makalelerden, kitaplardan ve uluslararası finans kuruluşları Uluslararası Para Fonu (International Monetary Fund) (IMF), Dünya Bankası (DB) ve Ekonomik Kalkınma ve İşbirliği Örgütü (Organization For Economic Co-Operation and Development (OECD) gibi örgütlerin raporlarından yararlanılmıştır. Verilerin güncel olmalarına dikkat edilmiştir. Bu yüzden farklı verileri metne aktarırken karşılaştırma yapılmış ve karşılaştırılan verilerden en yaygın olanı araştırmaya dahil edilmiştir.
As a result of the early election in 2002 the political structure of the country has been formed and the Justice and Development Party (AKP) came to the power alone and began to work; after a short while it was announced that they would make serious changes in the health industry clearly through the urgent action plan that was launched. Within the scope of 58th government’s Urgent Action Plan there was 205 activities. The main titles of those activities were public reform, economical conversion program, democratization and law reform; and social policies. Especially the health industry reforms that accelerated after 2003 and foresee fundamental changes which are placed in the Turkey’s agenda with the name of ‘Conversion in the Health Industry Program’. The Conversion in the Health Industry Program explains how the attempts to rearrange the Turkish Administrative Organization in the central administration and adopted its’ authorities, roles and responsibilities with today’s conditions, should be reflected to the health services. The question of the research and the answer that it seeks; The ‘Conversion in the Health Industry Program’ that the Ministry of Health has started in order to change the health services as from 2003 is really effective on the health service, is it organized efficiently and fairly; and does this system provide the required services to the citizens? The objective of the study is to analyze how effectual are the changes in the health industry in the last years through examining written articles and papers by asking the question such as how much utility is created for the public, how much useful the applied activities in the health systems, its’ efficiency and the deficient sides. The importance of the study; it is tried to determine what, how, which direction and how much the applications after the year 2003 has changed, what is the trend for the hospitals. The research method and data collection; in this study only the reforms that were performed in 2003 in the health industry and its’ effects on the public is examined and the health reforms before this date were reviewed shortly. In this research from the thesis with the related titles, articles, books, and the report of the international institutions International Monetary Fund (IMF), World Bank (WB), Organization For Economic Co-Operation and Development (OECD) etc. were benefitted. About the data that is to be updated, the required attention is given for it. Therefore while the different sets of data are being transferred to the article a comparison is done and within the compared data the one which is the most extensive is included in the research.
