Türkiye'de sağlık hizmetlerinin sunumunda kamu-özel ortaklığı modeli: Aydın örneği

Abstract

Türkiye’de yeni finansman modeli olan Kamu Özel Ortaklığı bu çalışmanın konusunu oluşturmaktadır. Kamu Özel Ortaklığı Modeli konusunda Türkiye’de sağlık sektöründe bu konuyla ilgili çalışmanın yetersizliği dikkatimizi çekmiştir. Bu nedenle sağlık sektöründe Kamu Özel Ortaklığı Modeli uygulaması konusunda çalışılmıştır. Çalışma, üç ana bölümden oluşmaktadır. Birinci bölümde öncelikle Kamu Özel Ortaklığı Modeli’nin kavramsal çerçevesi çizilmiştir. Sonra Kamu Özel Ortaklığı Modeli uygulamasına dair Türkiye’de oluşturulan hukuksal çerçevesi ortaya konmuştur. Yine bölüm içinde dış kaynak kullanımına da değinilmiştir. Kamu Özel Ortaklığı kapsamında uygulamaları bulunan kimi ülkelere de bu bölümde yer verilmiştir. Ġkinci bölümde ise Türkiye’de sağlık sektörü konusunda güncel bilgi ve veriler aktarılmaya çalışılmıştır. Üçüncü bölümde ise Aydın ilinde sağlık sektöründe çalışanlara uyguladığımız anket çalışmasına yer verilmiştir. Toplam 272 kişi üzerinde yapılan anketten elde edilen veriler SPSS 16 programına girilmiş ve analiz edilerek yorumlanmıştır. Netice itibariyle bu çalışmada Türkiye’de Sağlık Sektöründe Kamu Özel Ortaklığı Modeli’nin uygulanabilirliği irdelenmiştir. Yarı kamusal mal ve hizmet kapsamında ele alınan sağlık hizmetlerinin etkin kullanımının sağlanması açısından uygulanması önerilen Kamu Özel Ortaklığı Modeli konusunda detaylı bir çalışma yapılması hedeflenmiştir. Çalışma bu hedef doğrultusunda hazırlanmıştır.

Public Private Partnership with Turkey, a new financing model is the subject of this study. Public Private Partnership in the implementation within the scope of this section is given in some countries. In the second-to-date information on the health sector in Turkey and flow into the data studied. In the third section of the questionnaire applied to employees working in the health sector in the province of Aydin is located. Data from the survey conducted on a total of 272 people entered and analyzed and interpreted using SPSS 16 program. As a result, this study examined the applicability of Model Public-Private Partnership in Health Sector in Turkey. Semi-public goods and services to ensure effective use of health services covered under the terms of the proposed implementation of the organizations carrying out a detailed study on Public Private Partnership Model. Work has been prepared in accordance with this objective.
